Publishing of Arabic Translation of the book Israeli Settlements and the Erosion of the Two-State Solution by Dr. Mohammed Shtayyeh

 

 


The book is divided into several chapters dealing with Israeli plans and policies aimed at the expansion of settlements since the occupation of the West Bank in 1967. The first chapter discusses the policy of the colonialist Labor Party that encouraged settlement and focused its work on annexing Jerusalem, changing its Palestinian identity and judaizing it as it also implemented the settlement Alon project, which aims to take over the Jordan Valley.

The second chapter explained the nature of the policy of the colonial Likud Party, which began when the party came to power in 1977. As the expansion of the settlements accelerated, private capital was introduced in the scheme of settlements, in addition to shifting towards urban settlements instead of rural ones and the establishment of settlements near the Palestinian cities and towns.

The Likud stage was characterized by the establishment of large-scale settlement projects such as the Dobles project, the Sharon and Weitzman project and the Jewish Agency project, all of which were aimed at strengthening and intensifying settlement activities throughout the West Bank and Gaza Strip. It also equipped these settlements with the infrastructure of roads and networks of water, electricity and sewage to ensure the comfort of them.


The chapters discuss the legal status of these illegal and illegitimate settlements in accordance with United Nations resolutions and the policies of American administrations, despite the divergent views of some of these settlements, as well as the position of the European Union, which since the first day has considered settlements illegal and illegitimate.

The study sheds light on the settlers’ violence, the killing, destruction of property, the cutting down of trees, the confiscation of property and the prohibition of livestock from reaching pastures, all under the eyes of the army.


The final chapter focuses on the status of the settlements within the framework of the peace process, which constitutes the greatest threat to the establishment of an independent, viable and geographically contiguous Palestinian state. The study shows that the number of settlers in the West Bank has become 25% of the total population. They make up 3 times the population in Area C.

The study concluded that any international strategy aimed at ending the occupation must ensure the dismantling of all settlements and as a first step, the sources of force behind this illegal activity, whether political or financial, should be dismantled.
