According to the investigation, the General Guardian Department at the Israeli Ministry of Justice that is responsible for managing the properties of the absentees, participates in a plan to transfer the ownership of buildings located in Batn al-Hawa neighborhood in  Silwan in which Palestinians live to these Jewish organizations, in order to turn the neighborhood into a settlement.

Moreover, according to the Newspaper, the Department did not announce its intention to sell the estates and homes where Palestinians live, and it sold them to Jewish organizations, in violation to the law, without any bidding and for low prices. It illegally favored Jews at the expense of Palestinians who live in those buildings in order to expel as many of them as possible from the neighborhood and turn it into a settlement.
