Israel's Foreign Minister, Yisrael Katz, has prepared a government plan aimed at motivating countries to transfer their embassies to occupied Jerusalem. The plan, which is classified as a "national, political and strategic goal of the first degree", will soon be submitted to the government for approval. According to “Yesrail Hayom” newspaper.
The Israeli newspaper reported that for the first time, it would present an organized government plan to transfer and open embassies of states in Jerusalem, where Katz set a set of measures and incentives that would encourage States to do so.
According to the newspaper, Kats has revealed since he took his role as a foreign minister, that there are countries who agree in principle to open and transfer their embassies to Jerusalem, but asks Israel to reciprocate such a move.
For example, the newspaper says: "Honduras and El Salvador agreed to open an embassy in Jerusalem, but they demanded the opening of a full Israeli embassy in their capitals, a move that did not occur."
Other countries also sought support, development projects and economic aid in exchange, and opening channels for them in the United States, and even requested Israel's participation in the economic costs of the embassy travel to Jerusalem. In these cases, the newspaper states that "there was almost no Israeli response to this, which delayed the opening of new embassies."
Katz, who has studied the Foreign Ministry's activities in recent months, put forward a plan to transfer and open embassies in Jerusalem as a top priority. In a proposed resolution to be submitted to the government soon, it is proposed to allocate 50 million shekels as aid packages to countries that will transfer the embassy to Jerusalem.
Because of the Knesset elections in September, the proposed budget will address the country's general budget by 2020, but if necessary, according to the proposal, Kats is entitled to transfer financial resources for this purpose in the current budget year.
The budgets and funds will be used to participate in the financing of expenses related to the establishment or conversion of the Embassy or the residence of the Ambassador, the location of the appropriate land in Jerusalem and its allocation to the Embassy and assistance in actions taken by the Jerusalem Municipality and other relevant authorities and bodies as well as cooperation with the State concerned. A committee Headed by Director-General of the Ministry of Foreign Affairs, Yuval Rotem, will decide the distribution of aid among countries that are willing to transfer their embassies to Jerusalem.
Since US President Donald Trump's recognition of Jerusalem as the capital of the Israeli occupation, Guatemala has joined only the Americans in the full transfer of its embassy to Jerusalem. Prime Minister Benjamin Netanyahu raised the request for transportation at political meetings. Deputy Foreign Minister Tzipi Hotovili promoted For this issue in many European countries.
Since the Trump Declaration, Israel has begun to deal with this issue with many countries, but the efforts made by Netanyahu and the State Department have produced bad results. In addition, signs of a much worse compromise have begun to be seen in Israel, namely, the willingness of some countries to open commercial offices in Jerusalem rather than embassies.
Paraguay, which opened an embassy in Jerusalem last May but retreated and returned the embassy to Tel Aviv, Hungary, which was closed in March, 2019, with a commercial opening in place of the embassy that remained in Tel Aviv.
Brazil, despite many promises throughout his campaign and even after his victory, Brazilian President Javier Paulsonaro did not transfer his country's embassy to Jerusalem and only announced the opening of a commercial office.
The President of Honduras, Juan Orlando Hernandez, agreed in principle to transfer his country's embassy to Jerusalem but set conditions for which Israel had not fulfilled, including the opening of a full Israeli embassy in his country. While there are internal differences in both Romania and the Czech Republic on the transfer of embassies to Jerusalem.
