Official Foreign aid given to Palestine
During the Period between 1994- 2017

The Palestinian Economic Council for Development and Reconstruction “PECDAR”, which was the first Palestinian institution established by the PLO and the first Palestinian Institution that dealt with donors assistance to Palestine is pleased to gather and publish this data for the benefit of decision makers, both public and private sector institutions, researchers, investors, local and international NGOs, international and regional donors.

The highest aid during the era of the Palestinian National Authority was from the European Commission with the amount of USD 6.57 billion forming almost 18% of the total aid. The next in order is the aid given from the United States of America with the amount of USD 5.74 billion forming almost16 % of the total aid, following them Saudi Arabia with the amount of USD 3.5 billion that forms 9.5% of the total foreign aid. (These numbers doesn’t include their contribution to the UNRWA budget).

More than 70% of the total aid given to Palestine comes from only 10 countries and international bodies such as:

The European commission 18%, the United States of America 16%, Saudi Arabia 9.5%, United Arab Emirates 5.8%, Norway 4.7%,  Germany 4.3%, United Kingdom 3.36%, The World Bank 2.91% (does not include the loan of the amount of USD 269 million), Japan 2.63%, France2.4%.

Arab Aid

The Arab aid given to the Palestinians formed about 23% of the total aid and its distribution was as follows:

The aid provided from Saudi Arabia 42.7%, United Arab Emirates 25.9%, Algeria 10.3%, Kuwait 8.5%, Qatar 8.5%, and 4.1% from other Arab countries.

Supporting the Treasury “Budget Support”:

Regarding the direct support to the treasury and the government budget since 1994 until 2017 the aid was as follows:

The highest aid was from Saudi Arabia with the amount of USD 3 billion forming 21.42%, next the European Commission with the amount of      USD 2.4 Billion forming 17.1%, then the United States of America with the amount of USD 1.54 Billion forming 10.98%, Algeria USD 800 million forming 5.71%, and Norway with about USD 700 Million forming 4.97% of the total budget.  

 

Public Debt- External loans:

The total external debt reached 1.06 Billion USD by the end of year 2017. The debt was distributed as follows:

Aid received through the UNRWA

Besides the 36.5 Billion USD that Palestine received, countries and other donors provided support to the UNWRA with the amount of 16.5 billion USD between 1994- 2017.

76.5 % of the aid provided to UNRWA comes through 10 donors as follows:

  1. The United States of America USD 4.47 billion forming 27.06% from the total UNRWA budget.
  2. The European Commission USD 2.96 billion forming 17.95 % from the total budget.
  3.  The United Kingdom USD1.03 billion forming 6.26% from the total budget.
  4. Sweden USD 0.89 billion forming 5.4% from the total budget.
  5. Saudi Arabia USD 0.89 billion forming 5.4% from the total budget.
  6. Germany USD 0.58 billion forming 3.53% from the total budget.
  7. Norway USD 0.58 billion forming 3.53% from the total budget.
  8. Japan USD 0.55 billion forming 3.31% from the total budget.
  9. Switzerland USD 0.34 billion forming 2.07% from the total budget.
  10. Denmark USD 0.32 billion forming 1.93% from the total budget.

 

The fund for the UNRWA was spent as follows:

The UNRWA spent 16.5 billion USD on the agency main programs, and on humanitarian aid and relief in four countries (Palestine, Jordan, Syria and Lebanon). The fund was distributed as follows:

In Palestine 9.49 billion USD were spent forming 57.49% of the total budget of the Agency.

In Jordan 3.04 billion USD were spent forming 18.42% of the total budget.

In Lebanon 2.01 billion USD were spent forming 12%18% of the total budget.

In Syria 1.97 billion USD were spent forming 11.91% of the total budget.
